Key takeaways
- In Malaysia, group personal accident (GPA) is a one-year policy a company buys for staff: it pays for accidental death and permanent disablement, and add-ons can pay medical bills, a weekly benefit or funeral costs.
- GPA does not replace PERKESO: employers with one or more employees must still register and contribute, and PERKESO caps daily benefits at RM158.67 for temporary and RM178.50 for permanent disablement.
- GPA pays for accidents only, so hospital bills or death from illness need group hospital cover, a medical card or life insurance instead.
- LHDN Public Ruling No. 5/2019 (paragraph 6.8.2) says group insurance premiums covering workers for injury or accident are not a taxable perquisite for the employee.
- A GPA claim may be rejected if the business or job risk was not properly disclosed; cover is commonly set by class: Class 1 office work, Class 2 supervisory or travelling work, Class 3 manual work with tools or machinery.
- Motorcycling is on the usual personal accident exclusion list published by InsuranceInfo, so if staff ride to work or deliver by motorbike in Malaysia, get the answer in writing before buying.
What does group personal accident mean?
Group personal accident means one accident insurance policy that covers a whole group of people, usually a company's employees. The company holds the policy and arranges the cover. Each person covered is paid according to the policy if an accident causes death, permanent disablement or, when add-ons are included, medical bills or time off work.
The InsuranceInfo consumer site describes personal accident cover as an annual policy that pays for injury, disability or death "caused solely by violent, accidental, external and visible events", and says it is different from life insurance and medical and health insurance. That wording matters. A fall from a ladder fits it. A stroke at your desk generally does not, because the cause is illness.
If you saw "Group PA" or "GPA" in your offer letter or staff handbook, it means your employer says this cover is in place for you. Ask HR three things: the sum insured for your grade, whether it covers you off duty as well as at work, and who receives the money.
| Term in the policy | What it means in plain words |
|---|---|
| Policyholder | The company. It gives the insurer the staff and job details and reports accidents. |
| Insured person | Each employee or staff category the policy covers. |
| Sum insured | The amount set for each person or grade. Accidental death normally pays this in full. |
| Occupation class | The risk group for the job. It affects whether, and on what terms, a person is covered. |
| Policy period | Usually one year, renewed every year. |
What does group personal accident cover, and what does it not cover?
GPA is built to order. One Malaysian GPA disclosure sheet dated April 2026 says plainly that the coverage and sum insured vary from policy to policy and are negotiated between the insurer and the company. Treat this table as the usual menu, then check your own schedule.
| Benefit | What it pays | Usually |
|---|---|---|
| Accidental death | The full sum insured | Basic cover |
| Permanent disablement | Up to the full sum insured, by the percentage in the policy's benefit table | Basic cover |
| Weekly benefit | A fixed amount each week while the person cannot work. Some plans limit this to 104 weeks and pay less in the early weeks | Add-on |
| Accident medical expenses | Treatment costs after an accident, up to a limit | Add-on |
| Hospital income | Fixed cash while in hospital after an accident, often set per day | Add-on |
| Ambulance, funeral, repatriation | Set limits for each item | Add-on |
Some GPA policies are sold as 24-hour, worldwide protection covering work, sport, leisure and home. Others may be narrower, so read the wording.
What it usually does not cover
InsuranceInfo lists these major exclusions, and notes that its list is not exhaustive and varies between insurers:
- War, terrorism, radiation or contamination by radioactivity
- Suicide or self-inflicted injury, pre-existing physical defects or infirmity, AIDS and pregnancy
- Professional or hazardous sports, aerial activities and underwater activities that need breathing apparatus
- Motorcycling, and members of the armed forces, rescue services, police forces and aircraft crew
As a second example, Great Eastern's Easi-Protector personal plan also names firefighters, security guards and debt collectors among the occupations it excludes. The line I ask employers to read twice is motorcycling. If your staff ride to work or deliver by motorbike, ask in writing whether they are covered and on what terms, before you pay.
Group personal accident vs SOCSO: do we still need GPA?
GPA cannot replace PERKESO (SOCSO). PERKESO says its Act applies to all industries with one or more employees, and those employers must register and contribute. GPA is an extra layer the company chooses to add. Here is how they compare, using PERKESO's Employment Injury Scheme and LINDUNG 24 Jam pages.
| Employment Injury Scheme | LINDUNG 24 Jam | Group personal accident | |
|---|---|---|---|
| Must you have it? | Yes | Voluntary for local employees, mandatory for foreign workers | The company's choice |
| Who pays? | Employer contributes | Employee: 0.75% of wages for two years, then 1.0% for three years, then 1.25% | Set by the company when it buys the policy |
| When does it apply? | Work accidents, commuting on the direct route, emergencies at the employer's premises, occupational diseases | Accidents outside work hours and not related to the job | As the policy says |
| Overseas accidents? | Check with PERKESO for your case | Excluded | Depends on the policy |
| How does it pay? | Free treatment at panel or government clinics, then daily benefits: temporary disablement RM30 to RM158.67, permanent disablement RM30 to RM178.50, funeral up to RM3,000 | Medical treatment financed by PERKESO, plus benefits on its own schedule | A lump sum based on your sum insured, plus any add-ons |
| Illness? | Only listed occupational diseases | Excluded | Excluded |
So GPA earns its place in four situations: the salary is well above what the daily caps replace, the family needs a lump sum rather than a daily rate, the accident happens off duty and the employee did not join LINDUNG 24 Jam, or the accident happens overseas. Commuting has a catch too: PERKESO says an accident during any interruption or deviation from the route is not treated as arising from employment.
Worked example (assumptions only, not a quote)
Assume a sales supervisor earning RM8,000 a month is hurt on a work trip, takes 30 days of certified medical leave, and is later assessed with a permanent disablement. Assume the GPA has a RM100,000 sum insured, a RM300 weekly benefit, and a benefit table that gives this injury 50%.
| Payment | How it works | Example amount |
|---|---|---|
| PERKESO temporary disablement | 30 days at the RM158.67 maximum | Up to RM4,760.10 |
| GPA weekly benefit | 4 weeks at RM300 | RM1,200 |
| PERKESO permanent disablement | Up to RM178.50 a day. If the Medical Board assesses above 20%, it is paid monthly for life, with an option to take one fifth as a lump sum | Ongoing payments |
| GPA permanent disablement | 50% of RM100,000 | RM50,000 lump sum |
These are illustrations. PERKESO's real amounts depend on the assumed wage and Medical Board, and the GPA amounts depend on your policy, including whether its weekly benefit starts from the first week.
Do I need group accident insurance for my company?
It is worth a serious look if your staff use tools or machinery, travel or drive for work, earn well above the PERKESO caps, or support a family on one income. A small office team that already has good personal cover may decide it can wait. Either answer is fine, as long as PERKESO is properly in place first.
Check the occupation class first
This wording comes from a Malaysian GPA disclosure sheet dated April 2026. Other policies may word it differently.
| Class | Typical work |
|---|---|
| Class 1 | Administrative, management, clerical and non-manual work |
| Class 2 | Supervisory work, wholesale trade or frequent travel, without tools, machinery or special hazards |
| Class 3 | Manual work that is not especially hazardous but uses tools or machinery |
How to set it up, step by step
- List everyone by job and age. Age limits differ. The same sheet accepts adults aged 16 to 64 and lets people already insured before 65 renew until 70.
- Set a sum insured for each grade. For example, one amount for managers and another for general staff. Base it on what the family would need, not on the lowest figure offered.
- Choose add-ons only where they fill a gap. If you already have group medical, accident medical expenses may matter less than a weekly benefit.
- Get five answers in writing: Is cover 24-hour? Does it apply overseas? Are motorcycle riders covered? Are foreign workers and part-timers included? Who receives the money?
- Disclose your business honestly. That sheet warns that failing to disclose the nature of the business and the occupational risks may lead to a rejected claim or a cancelled policy.
- Pay on time. The same sheet treats payment of the premium within 60 days from the start date as a fundamental condition.
- Tell your staff, and keep the list updated when people join, leave or change jobs.
GPA, group term life or group hospital cover?
| Cover | Pays for | Accident only? |
|---|---|---|
| Group personal accident | Accidental death, disablement and chosen add-ons | Yes |
| Group term life | Death and total permanent disability due to any cause | No, illness too |
| Group hospital and surgical | Hospital and doctors when a patient is hospitalised | No, illness too |
I represent Great Eastern, so here is what its public pages show. Its tailor-made employee benefits centre on term assurance and hospital cover. Great BizCare, for companies with 11 to 150 eligible employees, lists an accident rider of up to RM300,000 for death and disablement. Those pages do not list a standalone GPA plan, so if your team is smaller or you want accident cover alone, I will check what can be arranged rather than guess. See my business insurance page for the rest of an employer's cover.
How do I make a group personal accident claim?
- Get treatment and keep everything: medical certificates, bills, receipts, scans and any police report.
- Tell your employer the same day. PERKESO says employers are responsible for reporting work-related accidents within 48 hours of being notified.
- Notify the insurer in writing, as early as you can. The company usually does this. One GPA sheet I read gives 60 days from the accident, but your policy decides.
- Complete the forms. For Great Eastern's general insurance accident claims, these are the Personal Accident Claim Form, the Medical Report Form and the Direct Credit Facility Form, with its document checklist.
- Attach the documents. Great Eastern's list for accident claims on life policies is a useful guide: NRIC copies, medical certificates, hospital bills and receipts, X-ray, MRI or CT reports for fractures and head or joint injuries, a police report (compulsory for assault or robbery, needed for motor accidents) and a driving licence copy for road accidents.
- Claim from PERKESO separately if it was a work or commuting accident. A permanent disablement claim must be made within 12 months from the last date of temporary disablement.
Great Eastern estimates 10 to 14 working days once it has the complete documents for accident claims on life policies. Group policies and general insurance claims may run differently, so ask.
Common reasons a claim gets stuck: the cause was illness rather than an accident, the job was declared in the wrong class, the person was riding a motorcycle, notice was late, or the employee has left and nobody updated the list.
What does GPA leave uncovered, and what changes for SMEs in Budget 2027?
The biggest gap is illness. Most hospital stays are not accidents, so GPA alone leaves a lot open.
| Gap | What usually fills it |
|---|---|
| Hospital bills from illness | Group hospital and surgical cover, a personal medical card, or MediAsas from 2027 |
| Death from illness | Group term life or personal life insurance |
| Cancer, heart attack or stroke diagnosis | A critical illness rider or plan |
| Staff who leave the company | Personal cover, because group cover is tied to the job |
| Foreign workers' hospital bills | The foreign worker hospitalisation and surgical scheme |
Budget 2027 helps with the illness side. The government will subsidise RM200 of the first-year MediAsas premium per employee for SMEs with fewer than 75 employees, up to 50 employees per company, according to The Edge and The Star. MediAsas is due to launch in January 2027. It is a medical plan, not an accident lump sum, and my MediAsas guide explains it.
Foreign workers: PERKESO's foreign worker page shows Employment Injury cover from 1 January 2019, Invalidity from 1 July 2024 and LINDUNG 24 Jam from 1 June 2026. Failing to register them is an offence with a fine of up to RM10,000, up to 2 years' jail, or both. GPA does not change that duty. My PERKESO guide covers contributions in detail.
Tax: LHDN Public Ruling No. 5/2019 (paragraph 6.8.2) says group insurance premiums paid by the employer to cover workers for injury or accident are not a perquisite and are not taxable on the employee. Ask your accountant about the company's own deduction. This is general information, not tax or legal advice.
What should I do next?
If you are an employee, ask HR for the policy schedule or a benefit summary, then check it against your family's needs. Remember that group cover usually ends when you leave the job. If you would like a second opinion, my free policy review looks at what you already have.
If you run a business in Kuala Lumpur or Selangor, send me your headcount, the kind of work your staff do, their rough ages and what you already have. I will explain in Mandarin, English or Cantonese what PERKESO already does, where the real gaps are, and which questions to put to the insurer.
No hard selling. If PERKESO and your current cover are enough for your team, I will tell you so. WhatsApp me at 016-914 0086, and please do not send MyKad numbers or staff medical records in the first message.
