MediAsas explained: Malaysia’s base medical plan vs a regular medical card

MediAsas is Malaysia’s standardised “base” medical insurance plan, designed with Bank Negara to give lower-cost hospital cover. It comes in two versions, Teras and Fleksi, with lower limits than most private medical cards, and is due to launch nationwide in January 2027 after a pilot in the Klang Valley.

Who can join, and until what age

  • Pilot: Malaysians aged 16 to 70. Permanent residents and foreign residents are expected to be eligible from the January 2027 launch.
  • Cover continues to age 85, renewed yearly.
  • From January 2027, insurers selling medical plans must offer Teras; Fleksi is optional.

Pre-existing conditions and premiums

Early announcements suggested pre-existing conditions might be covered, but Bank Negara’s pilot FAQ lists pre-existing conditions among its exclusions, with a seven-year moratorium before they are no longer looked back on. Treat it as excluding conditions you already have until the final terms are published.

Indicative premiums announced were around RM60 to RM550 a month depending on age, with the basic plan expected from about RM65 a month. Final prices will be confirmed before launch.

MediAsas or a regular medical card?

MediAsasRegular medical card
Annual limitRM100,000 to RM300,000Often RM1 million or more

SuitsPeople who can’t afford or get regular coverPeople who want high limits and private hospital choice

If you already have a medical card, don’t cancel it to wait for MediAsas. Its limits are much lower, and once you cancel, getting regular cover back can be harder. Some people may later switch within the same insurer; ask before making any change.
